It seems more likely (than before) that your issue is caused from your firmware and some setting, or feature that makes your system incapable of booting.
It does not seem to be a Linux/Garuda recoverable thing.
You should ask your vendor or search the Web for a solution.
I found this, even if it isn’t exactly like yours, they discuss something similar ( video opROM policy ).
@tbg I'll give this a try. When I first tried I only had the Windows NVME drive attached. I'll try again with only the install media and an empty drive.
