Game keybinds default to desktop?

I'm not sure if this post belongs here however, I installed Minecraft onto my system and when I'm playing on it even in fullscreen if I want to do something like press F3 or F11 it will do things like turn up screen brightness when I want to use it in Minecraft to see my cords. I should also mention that doing things like moving, and other keybinds work its just the F1-F12 keys.

Generally, things like screen brightness are a "second row" function and accessed with something like a Fn key.

So - does this same thing happen outside of Minecraft?

Not that I'm aware of. I only have Minecraft installed on it as the laptop is a bit weak to run most games.
