Sorry missed that first time. I was able to duplicate the layout in your screenshot by deleting the two files below.
~/.local/share/dolphin/dolphinstaterc
~/.config/session/dolphin_dolphin_dolphin
Check that they have been recreated, and have the same permissions of 600 (-rw------). On my system, this only seems to have changed the geometry and panels, YMMV (maybe back them up before doing anything else).
If you wanted to reset dolphin completely, you could grab the ~/.config/dolphinrc (after backing the current one up) from here
Hopefully, something here will help resolve your issue.
EDIT: Also, your first garuda-inxi indicates that you might want to reboot if you haven't already.
