Hello. I live in China and cannot connect to matrix.org without a proxy as it is blocked by the gov. But our server is not blocked. Can I use it for personal use, such as chatting with my friends or in rooms (mostly in Chinese) that are not related with Garuda Linux? BTW, is there any detailed user rules and policy privacy?
I don't think there would be any problem with having a Chinese language Garuda discussion room.
Privacy policy is the same as for all other Garuda services, but also keep in mind that servers are rented from or hosted with other providers.

Hi there, welcome to the community.
I don't think it would be any trouble for us, as long as chats are text. You should avoid media items, like gifs, images, videos etc.
Also, make sure to follow local government's guidelines.
